Assignment Due Time NOT 11:59 pm Automatically?

When putting in the due date/time, the time is automatically set to 11:59 pm. 

Is there a way to change the 11:59 pm to another specific time so that we don't have to keep changing the time?  I decided to make 5:00 PM my new due time since 11:59 pm is too late for students.  It would be nice if there's a way to set that up so I can have one less typing to do for all of my assignments.
