Unfortunately, the link that you provided is not something that we would have access to because it is behind a Username/Password.  To answer your question, I do not know of anything on the front end of Canvas that would tell you who updated an assignment in a course and what was changed in that assignment.  "Pages" let you see page history, but that's not the case for "Assignments".  How do I view the history of a page in a course? - Canvas Community  I also do not know if there is anything you could find out programmatically to get this kind of data.  It may be possible, but I really don't know...as I don't have a programming/coding background.
