I’m hoping someone can help us figure out what CANVAS setting is preventing an External Tool from being listed for all courses when it is set to PUBLIC.
The Canvas Admin also doesn’t see the Configure option when clicking the drop down to edit the External App.

Where was this LTI external tool first installed in your Canvas environment? Was it installed in a single course (so that the LTI was only available to that course), or was it installed at the Canvas account level (so that it would be available for all courses within your account)? This Guide, How do I use the Canvas App Center in a course?, describes what some of those icons mean (look at the sections for "View Account-Level Apps" and "Manage Course-Level Apps".
