I typed my quizzes into a master course and each semester I copy it into the semester class. When I copied the master quizzes into the new course 5 copied and three did not. They show that they are there but when I open them up they are blank. I have copied them three (3) times.
I had this happen to me in a class this semester as well, although in my case it was with every quiz in one of my courses! I've been using Canvas for many years and this is the first time I've had this problem.
I've tried importing the quizzes in the impacted class twice now and filed a ticket with Canvas Support. (Case #12876873 in their ticketing system for anyone following this both places.) They eventually told me it was a known issue and they'd get back to me once they fixed it.
One of the other teachers at my school said he had the same problem last year in some but not all of his classes and that he just kept retrying over several days and it eventually worked, so at this point I plan to just try again tomorrow if I don't hear differently from Support by then.

I have no idea if it is possible or if it would work, but try creating a Canvas Commons module with the quizzes in it and then importing that Canvas Commons module into the course. I do not use Canvas Commons all that much. information may be available in the instructors guide - that may say what can and cannot be put into a Canvas Commons module. This would be a work around, but if it works then you can go on with other parts of the teaching process.

Unfortunately, in my case the quizzes are part of a purchased curriculum, so they're not something I can share to commons.
We eventually figured out this was a permissions issue in our case, when we realized that it worked when our Canvas admin did the import but not when I did it to copy the same quiz.
We resolved the issue by giving me the following additional permissions (which, unfortunately for other people reading this thread, we did all at once, since we were more interested in fixing the problem for me and other impacted teachers quickly rather than in finding the specific root cause):
