Enhanced Rubrics - Adding a Rubric from the Top (Admin) Level

We currently have Enhanced Rubrics turned on for the ability to pull bulk rubric data. However, I am not seeing the option to search for a rubric at the top level or sub-account level within courses any longer. We have our Gen Ed rubrics stored at the top level and they need to be imported into each course as needed by the instructor. Is this still available in Enhanced Rubrics or do I need to turn this feature back off again. I've searched the community and the guides but I'm not seeing that this has been asked yet. Thanks for any guidance.
