When the overall assignments graded 39.55, isn't should be rounded as 40% and consider pass? Just confuse with how this decimals is working?

It sounds like you may be a student. If so, you will need to contact your instructor in the course. This is a world wide forum for discussing the Canvas environment and not individual classes.
If you are instructor, then I think more information is necessary to understand what you are talking about - or wanting to do

@Ammu It sounds like you are asking about why 39.55 is not rounding to a 40%? If that is your question, Canvas will not do any rounding and allows up to 2 decimal points. It is up to the instructor to round as each instructor may handle rounding very differently so Canvas does not automatically round.
If you are a student you may want to reach out to your instructor as well. The 40% pass is something they would have setup.
