How do I add phone calls to announcements?

I was told this is possible. To have announcements reach out to phone numbers as well as e-mails.  True?

 @steussy  Welcome to the Canvas Community! Canvas does not have a notification that initiates a phone call. Students can, however, enable the ability to receive notifications via text message. This is not something instructors can create on their behalf. Notification preferences are managed by the user.
