How to make an application hidden by default in all courses.

We are implementing a new application and are wanting a large group of instructors to test it out before we go sitewide. I am wanting to install it at the top account level as a hidden application in all courses and then manually go into each of the instructor's courses and make it viewable for them. This is the first time for me to do something like is and I have no idea where to start.
