I exported the course content, but when I try to import it into another course, after selecting the file and clicking the import button, it says 'pre-processing' in the 'Current Jobs' section. After 1 hour, it gives a 'timed out' error. I deleted the PDF files in the modules to reduce the file size and exported it again, but it didn't work. Why could this be happening?

Thanks for clarifying that you are wanting to import your content from one Canvas environment into another Canvas environment That being said, yes, you would first want to export your course content, and then you'd import the *.imscc file into the course in the other Canvas environment.
Out of curiosity, for the Canvas shell where you are trying to import your course export *.imscc file, is that in a paid Canvas environment, or are you using the FFT (Free For Teacher) Canvas environment? If you are using the FFT environment, there is limit of 500 MB per course, and this cannot be changed. If your exported *.imscc file is larger than that, then that is the issue with why your file isn't uploading. You'd need to slim down your course in some way to get it below 500 MB. Are you wanting to import the course content from one course to another that is in the same Canvas environment? If so, I think you're creating more work for yourself, and there's an easier way to do this...IMHO. Instead of exporting the course to a file and then importing that file into a different course within the same Canvas environment, you can just use the Course Import Tool.
This process should import the content from one course to another ... and save you some steps in the process.

I want to import the course content from one course to another that is in the another Canvas environment. I want to use the way that canvas course export package. By the way I delete some pdf file in course module because I want to decrease the imscc file size. Then it stuck in queued.

I have the same problem and I am not using a free for teacher version. My file is only 42.5 MB

That is pretty small for a course export, but shouldn't be an issue. Have you tried reaching out to Canvas Support to see if they could look into your course in more detail? They may be able to help figure out why you aren't able to import your content properly.
