After all assignments in a module are complete, is it possible view listed reading materials?

Yes. Completion of a module does not preclude you from going back into the module later.
If you are looking to restrict availability after the fact, then there are a couple of things you can do.
You can unpublish the module. This will keep them from accessing the content in it. Note that if something is included in more than one module, then they will still be able to access it if they have access to it anywhere.
If your content were in files, then the teacher can schedule the availability of the files so they stop being available after a certain date. However, it cannot automatically stop availability based on completion of a module.
