New Analytics Missing Students

I'm experiencing some problems with New Analytics. I wanted to message students who scored below 70% on an assignment. I specified the parameters and it showed 5 students; however, I know that 8 students meet this criteria. 

In other courses, it does not show any students at all, even when all criteria 0-100% is selected (I know there is another question for that, and I am hoping to see how it is solved). 

Does anyone know why this is and how to fix it?
