When creating a New Quiz there is an option to assign total points, and when you click Build to create the questions there is an option to assign points per question. If the points per question do not match the total points for the quiz. When the student takes the test the total they see upon submission is from the points per question, but the instructor sees the points based on the quiz total points. How can we ensure that the total points assigned when the quiz is created match the total of the points per question?

I do not use New Quizzes; however, I have played around with it some because I vaguely remember at some point in time I wanted to have a quiz worth fewer points than the question points possible(extra credit). If I remember correctly, the best way to avoid your problem is to not assign points to a quiz when it is created and let the questions determine the point total. Or make the quiz with the questions, find out what the point total is and then assign that total to the quiz. I would think the answer to what you are asking is in the Instructor documentation on New quizzes.
The first page there on creating a New Quiz has the following in it:
"The points possible set on the assignment details page is the total points possible for the quiz. Points set per question determine points earned for correct answers. Points earned for correct answers are totaled and divided by the sum of the total question points for the quiz. That percentage is then used to calculate the final score based on the total points set on the assignment details page. For example, if you set the total points on the assignment details page to 50 and create an quiz with 10 questions each worth 1 point, the quiz has a total of 10 points but is worth 50 points when graded. If a student answers 9 questions correctly, their quiz score is 90% (9/10). However, their final score in the Gradebook will be 45/50 (90%).
If your quiz is worth zero points, you can choose to not display the quiz in the Gradebook or student Grades page [6]."
