New Quizzes Question Banks

How can you add a question directly into a New Quizzes question bank, without having to create it in a Quiz?  I have seen a + New button once but don't know how to get back to it

From the new quiz, try going into the 3dot menu on the top right to manage item bank.   Click on one of your banks and then there should be the +New button to add a question right to the bank.
