How do you move an existing question on a quiz to another place in the same quiz?

You should be able to drag and drop the question from one location to another.

The instructions vary slightly depending on whether you're using legacy quizzes or New Quizzes. Here are a couple of lessons from the Canvas Instructor Guide that may be helpful.
