Quizzes not syncing

A teacher has created three quizzes in a blueprint and synced these to the related courses. However, students in one of these synced courses cannot access the quizzes at all. When I try to open a quiz the "copying assignment" wheel appears.
Why has it worked for one course and not the other?
How can I help the other course and students access the quizzes?
