[ARCHIVED] Restoring user files after user was deleted

Hi Friends--

I inherited an instance of Canvas in which some users were deleted. 

One of those users stored image files that were linked into our course template in their user files. 

The images still display, but now I find myself needing to update some of those files.

I tried to restore the user to active status using a csv upload (I tried API first, but that didn't work at all), but there are no files in their user files. and they're getting all the "Welcome to Canvas" banner messages as if they're new. And they have a new Canvas user id. 

So, I'm pretty sure the restore didn't work as expected.
