The Public Speaking teachers would like to be able to share rubrics within Canvas.  How can we do that?  For example, I created a rubric for the Narrative Speech, and other teachers would like to use the same one.  Is there a way for me to make this accessible to them so they can simply add it to their assignments?

When adding a Rubric to an assignment you can find Rubrics from other courses you are enrolled in. So if the teachers have teacher access to the other courses they will be able to use each others Rubrics. Alternatively, if the Public Speech courses are housed within the same Sub-account, you can add the rubrics at the sub-account level and they should be able to see them as an option to attach to an assignment.
