Student Submission is rotated for annotation, but then returns to unrotated position

All of a sudden last night, I began to see student work go back to pre-rotated position, but my annotations stayed upright - making this very confusing.  I have done this all year with no problems, so I am not sure what changed last night to make this do this!!  I have to rotate student work often before annotating.  Now the annotation feature is worthless for them.  Was there some update that caused this?  Is there some setting I need to do to make the work lock into position?  I really would appreciate some help with this.

I have been having the same issue! I leave all student feedback this way and some of it it now completely useless without being on the correct spot on the submission. I would love to know if there is a way to fix it.

Another part of this issue is that once a grade has been given, I am no longer given the option to rotate the files. The rotation link is no longer active.
