Week 8- emerging risks

Good day
Please assist in my business unit. We have the following risks:
1. Technological disruptions due to AI misuse, cyber-attacks, and because we are using donor funding, we do not have adequate funding resources to upgrade technology or procure more advanced systems to mitigate the risk or enhance innovation and growth.
My question: What is the appropriate and more attainable response to the above risk, instead of just mentioning the upgrade of the system, given the current state of the economy, it is not possible.?
2 We have geopolitical instability, the change in policy by the USA government administration has reduced the availability of donor funds, we could have done scenario planning on our risk assessment strategy to be well prepared for the worst-case scenario, but what is the mitigating factor or risk treatment?
other option is to look for funding partners in other developed countries, but how practical is this point, knowing that the USA provides significant funding to the Southern Africa region for health programmes
However, I am looking for practical mitigating factors, not a wish list. What would be the practical, possible and achievable risk response or treatment to the above-identified risk?
