how to figure if a student cheated on open-book, open-notes test

I have a student who did remarkably better on this recent test, which is open-book and open-notes. He finished it in 16 minutes, 40 multiple choice questions. I am NOT interested in making them turn their cameras on while taking the test, but I want to know if there is a way I can compare his timing of the test to consider cheating. Ideas?
