"Submission Comments Tray" in Gradebook loads an additional white box obscuring instructor feedback

As the subject line says. When students click the comments button from the Gradebook [numbered 1 in the first screenshot], the Feedback panel opens [2] but so does an additional panel displaying all white along with only the last couple of lines of the instructor's feedback [3]. The same issue occurs from the instructor's view in the Gradebook [second screenshot]. This happens fairly consistently with certain Assignments (i.e., it affects most students, instructors, and admins for that Assignment) but inconsistently across Assignments (i.e., happens for some Assignment in a course but not others).
Investigating the page's HTML when this happens reveals a "Submission tray" dialog (div) along with multiple 'spans' with a 'data-id' of "submissions-comments-tray." The last of these contains the text that appears in the white box covering the others. (In these screenshots, it's the last bit of the instructor's 'signature.')
I have been unable to replicate the issue in Sandbox courses, but, as I noted above, the same issue occurs from the admin, teacher, or student perspective when it does occur.
Has anybody else seen this? If so, what's the cause? Any actual fixes? We've been offering the work-around to click on the assignment name and view the submission page (for Students) or go through SpeedGrader (for Teachers), but this is certainly cumbersome.
