It is likely the school or institution hasn't set you up with the permissions and role to create pathways. You'll see in the guide it says "Pathways can only be created by admins and instructional designers." as creating pathways is a permission set by the school. Please feel free to reach out to them directly and ask for permission to create them. They may change your role or give you instructional designer access. Hopefully this helps.

Thanks for responding Greydon. I am an admin for our instance and we were just getting confused because we do have access to Commons and EPortfolio on this page. https://community.canvaslms.com/t5/Canvas/ct-p/canvas
We just don't have access to pathways, nor did we know how to check if we did. Thanks again.
