Creating Time Stamps in Canvas Videos

I have seen this question posted a couple times but did not see a satisfactory answer. 

How can we add YouTube style timestamps in the descriptions of our videos?    This is so students can jump to specific parts of a tutorial.  I know you can just scrub through videos but when it comes to software tutorials I could have a 15-20 minute video and it becomes very difficult or not user friendly for students have to scrub search through videos if they are just wanting to know about a particular tool or technique contained in the longer video. 

Through my own research I know you can put time stamps in the Comment section of a video, which is how I am doing it now.  However the annoying thing is that those comments don't transfer over to different instances of the video... which means if I have another instance of it in another section of the class those comments don't import as well and I have to enter them in manually all over again. Very time intensive. 

IDEALLY you could do what YouTube does and allow you to put timecodes in the descriptions of the video and Canvas would automatically convert those time codes into links. OR at the very least, it would be great if the timestamps in the comments transferred over every time you publish a new instance of the video. 

I have attached screen shots of the timestamps i created in the comments section for last semester and then a screen shot of same page for this semester after I imported my content from last semester's class.
