Get Credentials UserID for API awards

We are working on a project to award Credentials/Badges automatically and have run into a user id issue.

From the API docs , it seems that one must know the userID of a user and badge to award a badge to a user.

The API docs specify how to get a list of BadgeIDs for an issuer. I do not see a way in the API docs to get a UserID for an existing user other than 'self'. We can pull a list of badge objects and issuer objects to get those IDs for.  Is there a way to pull a list of user objects or get the userID of a user from email address or other properties?

Am I missing something?
