On the technical side, I don't really know of many hard limits to things in Canvas. In practice though, I would be hesitant to say that everything is unlimited. Even if there are no technical limits, there could be limitations in Canvas contracts with some schools/universities. I don't know how common any limits may be, but I think you should keep that possibility in mind. You'd likely need to reach out to any school/institution admin to find out what the details might be for their individual contract.
With the above being said, and without not asking you to divulge anything that you want to keep secret, could you perhaps tell us a bit about what you're developing? I think you've been asking some LTI/API questions recently, so not sure what the product might be. As a Canvas admin, I can tell you that we'd only really expect users, courses, sections, etc to be created by our SIS integration. We really wouldn't approve any integrations that are modifying/creating users, courses, or anything like that. Now this is just the operation of our university and there could be many others with differing views. I just wanted to put this out there as something you may want to consider though depending what kind of app or integration you are developing.
