Add Reported Replies to User Account Level Notification Preferences

The notification preference for reported replies is currently only available in course level notification preferences. I would suggest that it be added to the user account level notification preferences as well. Some reasons for this change are ease of use and parity with the other notification preferences.

This makes a lot of sense, our users in general go to the user account notifications to set their preferences.  Have it omitted results in instructors not knowing there is a notification available for them to change. 

If Canvas prefers this is only set on a course by course basis, I still would recommend having a row in the user account preferences that indicates there is setting available with a note that it is available to be configured only in each Course or something.
