Why does Announcement Redesign have two options for Parity that we never had before?

For feature parity for Announcement Redesign it states that :

• Users must post before seeing replies
• Reply posts can be marked as read or unread

This is incorrect as its not part of Announcements rather part of Discussions, a student will never post an announcement to see replies to it?  Also I dont understand why there is a feature for replies that can be marked as read or unread, announcements wouldn't have these.  Just because something is added to Discussions it doesn't make it relevant for Announcements.

Actually, there IS an option for student users to reply to announcements. Though it is true that students cannot post announcements. 

Any time an instructor posts an announcement, they can check an option to "allow replies" this then also provides an option that students "must post [a reply] before seeing [OTHER] replies"
