I am trying to publish a discussion on Canvas FFT but I receive a notification saying to "finish the registration process." How can I have the registration link resent to me so I can publish my course?

During your initial account set up, you should've received an official email requesting you to verify your account.
If you didn't receive this message, I recommend checking your spam folder, recently deleted, etc. If you are unable to find it, please reach out to canvas support for more assistance. You can do this by clicking the help link on the global navigation bar.

Hello, I need your help. Last february I have finished registration process and It doesn't send email me now. What should I do to finish my registration process?

In February, if you finished the registration process, then everything on your account should be good to go. That being said, I don't know why it would send you another email as you mentioned? Is it asking for you to complete the registration process again?
If this issue persists, I recommend reaching out to Canvas support for more assistance, as once you complete the registration process once, you shouldn't have to do it again.
