Student status stays "pending" even after they have accessed Canvas

Why do some students that I added to a Canvas course still have a status of "pending" even though they have a date and time in the "Last Activity" column showing that they have accessed the course on Canvas?

I think it's because these students haven't yet clicked the validation link in their initial email.
