[Studio] Enable Admin Upload

Currently if an admin or media department want to upload a video on behalf of someone else, they must either 1) Act as that user, or 2) Upload to their own Studio account, share the video, and then tell the receiving user to make a copy in their own library. A better solution would be to have Studio Admin Upload as an account-level permission.

This would be tremendously helpful. In addition, the ability to transfer ownership of videos from one instructor to another as an admin would be helpful as well.

Agreed. I would love this for adding Zoom recordings to user Studio accounts.

This is much needed and surprised it is not possible now in 2021. This would save so much time importing/exporting videos in/out of studio in BULK. If we have 50+ videos that we need in another course, this will take forever to do manually ONE BY ONE.

PLEASE HELP!! Should be an easy add/fix!
