Next Button on each page

I don't know if this went through the first time, but I'll make it brief.  Students need the Next button at the bottom of the page in a module.  Teachers need the button at the top of the page as they are editing, duplicating, or proof-reading a new module.  It's annoying when it moves all over the place.

@JStailey  Would you please add your support and comments to one or both of these conversations? We recognize that neither is asking for exactly what you've proposed here, but keeping the existing threads intact will help our members and product teams more effectively evaluate the problem statements and use cases.

When I'm on a page in canvas I sometimes wish I didn't have to go all the way to the bottom of the page to either goto the next page or go back.  I think previous page and next page should be at the top and bottom of the pages, not just at the bottom.
