Quizzes - Correctness & Participation

There should be an option to award partial credit for quiz questions that are incorrect. For example, 50% credit for a correct answer and 50% credit for submitting something. This would be especially helpful for fill-in-the blank questions where the text entry is either fully correct or wrong.
