For users with a 24-hour clock format(derived from timezone), creating a calendar event by clicking on a day will have the Edit Event modal populate the date field with the day before the one you clicked on.
Expected Behavior |

Instead it should display the date for the day selected.

Steps to Reproduce |

Prereqs: A user whose settings are adjusted to use a 24 hour format time.
1) While acting as the user, navigate to the Calendar and select a date directly within the month to create an event.
2) Notice that the UI displays the date as the day before the date you selected.
3) Bonus: Save the event, notice that the correct date is being used, then edit the date once again and notice that the previous date is still appearing.
4) Bonus pt. 2, if you create an event using the “+” option, it will still display the date before the one that is used after saving.
