Description
When initially selecting "Manage Assign To" after navigating to an assignment, quiz, or discussion's editing page a paginated users request is made for all students in the course before the Assign To pane can be interacted with. In courses with a large amount of students this causes a long wait time and a bad user experience.
Expected Behavior
Limit the number of students that are preloaded to decrease render time of the pane in large courses.
Workaround
No workaround exists at this time.
Steps to Reproduce

Create an assignment and select “Manage Assign To”. Notice the Assign To pane loads quickly.

Add at least 200 enrollments to the course.

Edit the assignment and select “Manage Assign To”. Notice that the pane takes a few seconds to load.
