[OPEN] Assigning a module to a student while the assignment is assigned to everyone prevents the student from being graded

Description
When you assign a module to single student, and then go back into the assignment settings and assign it back to everyone, the student is no longer assigned to the assignment. This prevents them from being graded and causes errors such as "There was a problem updating the submission" for teachers when trying to grade them.
Expected Behavior
When you assign a module to single student, and then assign the assignment back to everyone, the student should still be assigned to the assignment and you should still be able to grade them.
Workaround

Go into the edit page of the assignment

Remove [Everyone] from the 'Assign To' field and re-add them, then Save the assignment.
Steps to Reproduce
Prerequisites: A course with two student enrollments

Create and publish an assignment assigned to 'Everyone' in a course.

Create a Module, add that assignment, and assign the module to one student.

Edit the assignment and replace the one student in the assign to with ‘Everyone’.

Go to SpeedGrader and see how you can no longer find the student in the list at the top right.

Go to the gradebook and try to input a grade for that student, and see the error message "There was a problem updating the submission"
