Description
When a user uses the "send to" option to share new quizzes with another user, the receiving user then goes to their shared content and imports the quiz into one of their courses, the quiz isn't ever created in the new course.

A content migration does appear to run in the receiving course but the imscc file that processed is empty of content objects.
Expected Behavior
When importing a shared new quiz assignment from the shared content page, it should create a copy of that item in the course that was indicated.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites: 2 courses, with at least one teacher enrolled in each course.

As teacher A in course 1, create a new quiz.

After your quiz is created, go back to the assignments or quizzes page and select the three dot menu to get your options for that quiz.

Select "share to..."

Search for the name of teacher B who should be enrolled in course 2, and share with them.

As teacher B, access your shared content through the Account button on the global nav.

Locate the quiz and import it into course 2.

Note that it says your import has been started, and go to your course.

Note that there is an import indicated on the import content page of the course, but the quiz is no where to be found in the course.
