[OPEN] Block Editor tools are not opening if a user creates a page within a module

Description

When creating a new page within a module, after a user selects “Block Editor” as their editing tool, the Block Editor tools are not opening.

Expected Behavior

Block Editor tools should be available when creating a new page within a module.

Workaround

Currently you can still create a new page at the course level and use the Block Editor tools, but not within a module.

Steps to Reproduce

  1. Enable block editor in the account

  2. Go to a course and create a new module

  3. Create a new page within the module

  4. Select Block Editor as the tool

  5. Edit the page, and there is no way to use the Block Editor
