Description
When using the announcement/discussion redesign, if you create and then edit an announcement but do not edit the “available from” date, no notifications will be sent out when that date passes.
Expected Behavior
Teachers should be able to edit announcements without having to change the available from date each time and notifications should still be sent out
Workaround
No workaround exists at this time.
Steps to Reproduce

Have a published, active course with a student and teacher in it.

As the teacher, create an announcement, set the ‘available from’ date to be in the future. Save.

Edit the announcement. Don’t change the available from date/time. Save.

Wait for the ‘available from’ time to pass. Note that the student did not get the announcement notification.

Make a new announcement in the same way, but this time edit the date/time when editing. Note that this time the student does receive a notification.
