Description
When selecting the global navigation hamburger menu on the mobile view of a browser, it blinks open once and immediatly closes, attempting to use the button again fails to do anything.
Expected Behavior
The global navigation menu should remain open.
Workaround
Select to view Canvas in Desktop View mode.
Steps to Reproduce

Prerequisite: A user.

Log into Canvas, then shrink your browser down as it would be on a mobile device.

Attempt to select the global navigation hamburger menu.

Notice it blinks once and selecting it again fails to do anything more.
