Engineers are currently investigating the issue.
When exporting a New Quiz with questions linked from a Item Bank to a QTI file, importing that QTI into an Item Bank results in no questions being imported.
Importing the same QTI file will work successfully via canvas import content page so the qti seems to be functionally complete.
A QTI file with questions should be imported into an Item Bank with questions.
Import the QTI via the Course Importer on the Import Course Content page
Use the original Item Bank to create the quiz in a new course
Prerequisite:
A New Quiz with questions linked from an item bank
In the New Quiz Build page, click the [Exports] tab and click [+ Create Export] to export the New Quiz to a QTI file and click the link to download the export.
Go to the Item Banks page in a new course and create an Item Bank by clicking [+Bank].
Click the new bank to open it and the 3 dots on the right. Click [Import Content] and upload the QTI file from the other course. See how the bank has no questions.
