Description
When an assignment is set to use the external tool submission type the + Rubric button on the assignment details page is no longer functional and if a rubric has already been linked the rubric does not display at the bottom of the assignment details page.
Expected Behavior
Instead users should be able to attach rubrics to external tool submission assignments and rubrics linked to external tool submission assignments should be displayed.
Workaround
Change the submission type of the assignment, link the rubric, then switch the assignment back to using the external tool for submission. Note: for some tools you may need to copy the external tool url from the assignment edit page to enter again when switching to assignment back to the external tool submission type
Steps to Reproduce
Prerequisites: A course with an external tool submission assignment.

Go to the assignment details page and click the '+ Rubric' button at the bottom of the page

Note that the rubric creation modal does not open.
