Description
With the "Rubric Enhancements" feature, if there is more than one teacher/ta marking a rubric, the 2nd teacher looking at the submission will see the "select rubric" option and be able to enter their own rubric markings. This will cause the markings by the other user to disappear.
Expected Behavior
In assignments where multiple graders are not set up, different teacher/ta users should not see the rubric dropdown to add separate rubric markings.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites: Rubric Enhancements feature option enabled. Published course with active student and 2 active teachers.

Create an assignment, add a rubric.

As teacher A, go to the speedgrader, mark the rubric, and save.

As teacher B, go to the speedgrader, mark the rubric, and save.

Back as teacher A, go to the speedgrader, view rubric, teacher A's markings will be gone.
