[OPEN] [a11y] Entering Quizzes – Take frame with Voice Over on New Quizzes take page is not functional on first access

Description
When using Voice Over on the quiz take page for a New Quizzes quiz, the first time you enter the Quizzes – Take frame you are taken to a group with only one item and cannot navigate to the quiz content. Exiting the group to return to the Quizzes - Take frame then entering the frame again takes you to a group where you can now navigate to the right to access the quiz content.

The same issue occurs whenever the number of times you have entered the Quizzes – Take frame is even, so you are only able to get to the quiz content if the number of times the Quizzes – Take frame has been entered is even.
Expected Behavior
Every time the Quizzes - Take frame is entered using Voice Over, the Assessment home page group which is entered should be navigable and allow users to proceed to the quiz content.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites: A course with a New Quiz and a student enrolled

As the student open the quiz and start Voice Over (cmd + F5)

Click into the quiz then use VO + shift + up-arrow until you get to a group with the name of the quiz.

Use VO + shift + down-arrow to enter group, Voice Over will announce “Quizzes - Take, frame”

VO + shift + down-arrow to enter the frame, Voice Over will announce “Assessment home page, group”

Attempt to navigate forwards, backwards, or enter the group with VO + right-arrow, VO + back-arrow, or VO + shift + down-arrow respectively and note that none the navigation options work.

Exit the group back to the Quizzes - Take frame with VO + shift + up-arrow then enter the Quizzes - Take frame again with VO + shift + down-arrow.

Voice Over will announce “Assessment home page, group”, but this time VO + right-arrow and VO + back-arrow can be used to navigate to other items in the group and access the quiz content.
