Description
When using the arrow keys to navigate through a module item menu or assignment item menu, the focused item includes hidden items that are not visible or selectable.
Expected Behavior
Instead it should only navigate through items available in the menu list.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisite: A course with an assignment in a module.

On the module item, select the three dot menu.

Select the down arrow on the keyboard, and repeat.

Notice that the focus is pulled off anything visible and is instead focused on unavailable items in the list.
