[OPEN] [a11y] Screen readers don't read the address book options when composing a new message

Description

When using a screen reader to compose a message and after opening the address book, there is no indication that the address book is opened, or what option in the address book is selected. Instead the focus goes back to the To field.

Expected Behavior

When opening the address book the options should be read to the user to know what options they have in the address book.

Workaround

No workaround exists at this time.

Steps to Reproduce

  1. Using a screen reader navigate to the inbox

  2. From the inbox compose a new message

  3. Tab down to the address book and hit enter to open it

  4. Notice nothing about the options opened will be read and focus shifts back to the To field
