[OPEN] toggling LTI tool placements works in all accounts instead of only where tool is installed

Description

Toggling an LTI tool’s placements from the Settings → External Apps → Placements menu is available in all accounts, as opposed to the desired behavior of only being toggleable in the context where the tool was installed.

Changes made in the subaccount are saved on the tool, and so are present at all account levels, which confuses admins that think that because they can edit at both root and subaccount levels, the changes should be confined to those accounts.

For the tool to work in the account where it was installed

Steps to Reproduce

Set up an LTI 1.3 tool and deploy it in the root account.

In a subaccount of the root account, view the External Apps page in Settings.

Click the 3-dot menu by the tool’s name, and then Placements

Set up the tool on this assignment from the Assignment Selection placement

Log in as Student A and launch the tool from the assignment
Result: You can toggle placements from the subaccount Apps page.
Expected Result: The list of placements should display without toggle buttons. Toggling should only work at the root account.
