Description
A Google Monitor Category is showing for users who do not have the Google LTI Tool Category visible.
Expected Behavior
Users who have not enabled an LTI tool’s Tool Category (such as Google) should not see any related content.
Workaround
No workaround exists at this time.
Steps to Reproduce
1. Visit Citadel instance or your personal sbox.
2. Verify the tool is not installed in their LMS.
