Students can attempt to use "quote reply" w/ commenting disabled in announcement redesign

This behavior has been resolved and deployed to the production environment as of 2/28/24.

Description

When the discussions/announcement redesign flag is enabled and comments on announcements are disabled in the course settings, students can still have the option for "quote reply" on any existing replies. However, these quote replies inevitably fail to post.

Expected Behavior

There should be no option to reply to announcements when they are disabled in the course settings.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisite: A course with one student enrollment, FF for discussion/announcement redesign on, and disabled commenting on announcements in the course settings.

  1. As yourself create an announcement and reply to it.

  2. As the student user, navigate to the announcement and select the 3 dots in the top right of the reply and select quote reply.

  3. When the RCE opens, type a comment and select reply. It will fail with a "there was an unexpected error"
