TA/Designer users are unable to add captions to video file uploads if the video is copied from another course
This behavior has been resolved and deployed to the production environment as of 9/11/24.
Description
When a non-teacher role such as TA or Designer attempts to upload caption files to videos that were imported from another course, they cannot. Instead they are met with an error message that reads “You must choose a language and a Valid Track File“
Expected Behavior
These roles should be allowed to add captions to imported content.
Workaround
If users reimport the videos directly to the course they’re adding the captions in, it will allow them to be added.
Steps to Reproduce
Prerequisite: A created Canvas course that contains videos within it.

Create a Canvas course, in this course copy videos from another Canvas course so they are in the files.

Act as a TA or designer in the course and navigate to the files tab and select the video you want to add captions too.

Select the “CC” option at the bottom right. Select the language English and select a VTT file from your computer, select upload.

Notice the Captions do not upload and the error message is shown.
