This behavior has been resolved and deployed to the production environment as of 3/26/25.
No workaround exists at this time.

Have a consortia with a cross-shard admin. In my replication, I created the admin in the root account (apac-consortia) where the course was located in the sub-account/child account, apac-consortia-01.

Have the admin perform actions within the course, such as publishing the course and importing material into the course

Navigate to the settings for the child account and select Admin Tools → Logging → Course Activity. Add the course ID (with my example, it is 237) and press “Find”

See that there are dashes instead of a user name, and clicking on “View Details” does not return information.
